Perfect timing though, just yesterday I thought "some ambience would be nice now" while playing my #Starforged campaign, and this morning while driving to the gym I heard this page mentioned on the Errant Adventures podcast
I reflect on the idea of “prep is play” advocated in the #Ironsworn #Starforged roleplaying game, how it applies to most preparatory aspects of #TTRPGS, and how this game in particular makes fine-tuning setting elements to one’s own tastes an essential part of play.

The weather is triggering my chronic vertigo hard, so today I figured out how to play #StarForged with my setup while lying down on the couch: A lap desk (usually for my notebook) for writing on and a dice app on my phone, and boom, managed to do a 90min session
Currently learning how to play #Starforged and as I apparently enjoy the journaling part of it I just built myself a traveler's notebook Apart from two notebook inserts, this also has an insert for holding my character sheet and my assets, plus a move cheat sheet.

In fairness, since it takes the crown from #Ironsworn (https://tomkinpress.com/pages/ironsworn), which is designed and laid out by the same person - maybe that's not as hard as it sounds. The text is extremely clear. The use of illustration is absolutely on point. And unlike many other games, both in standard 8.5 by 11 and 6x9, it has an appropriate use of white space.
Just because you're in a smaller digest size does not mean that you can get away with making the text and image density something north of depleted uranium. Starforged is probably the best example of that layout I can think of.

Ironsworn: Depending on what you consider "setting neutral," it's very likely that #Ironsworn is perfectly capable of doing all the stuff that you're looking for.
The mechanics are just crunchy enough to give you something to grab onto in terms of traits that make a difference and represent things that you can do better than others who don't have them, no 80 pages of tables to look stuff up on.
The move system is not necessarily intuitive to a lot of people when they start playing. But it's really the core of understanding how the engine runs.
The fiction goes first, and then you think about what sort of move the fiction describes. When you can get your head wrapped around that, you're in good shape.
Free or low-cost third-party supplements on Itch.io mean that you can have a hack that effectively does D&D-style integration, or Ars Magica out of the box. It has a disturbingly good ecosystem.
Combine it with #Starforged and/or Sundered Isles, the latter maybe more than the former, and you can cover a really vast swath of potential fantasy and fantasy-adjacent settings.
And no, you aren't assumed to be itinerant adventurers. There's plenty of stuff to do around your home village if that's what you want to focus on. That's up to you.

Let's start pretty easy: Starforged (https://www.ironswornrpg.com/product-ironsworn-starforged). Without a doubt one of my favorite game systems in years and you can pretty easily do a military-focused experience without breaking a sweat. I would suggest picking up Sundered Isles (https://www.ironswornrpg.com/product-sundered-isles) as well, not for the slightly more Age of Sail tinting but some guides on using your ship crew as mechanical extensions of yourself. Works just fine for your squad, platoon, or company. Plenty of horror to go around in there, from Lovecraftian nightmares to swarms of undead. I highly recommend it.

Let's look at the move "Battle" from #ironsworn #starforged :
When you fight a battle and it happens in a blur, envision your objective and roll.
On a strong hit, you achieve your objective unconditionally. You and any allies who joined the battle may take +2 momentum.
On a weak hit, you achieve your objective, but not without cost. Pay the Price.
On a miss, you are defeated or the objective is lost. Pay the Price.
The move is used when you don't want to make a battle narratively important.
